Yes, with one qualification
I have used a 1up rack for years for many types of recumbents. The brace that goes on the end that would go over the front wheel would have to be adjusted so that it would catch the forward end of the wheel, as it will not clear the derailleur.
The qualification is that it is best to stablilize the upper part of any recumbent by means of a suction cup attached to the vehicle with a support strut attached somewhere on the handlebars or frame. Recumbents being top heavy in comparison to regular type bikes require additional support.
