I just thought I'd share what I've done to carry things around on my Quest.
I apologise for the lack of images but I am in between phones at the moment.
Firstly, I bought an Axiom flip-flop DLX.

This lets me hang my panniers at the back, when I need them.
I also wanted to have something that I could reach into while I was riding.
So I bought two canvas haversacks for $10 each and slung one on each side, from the newly installed rack to one of the holes in the frame under the seat. This was done with zipties.

I can reach down into these while I am riding so this is where my water bottles live.
They are also large enough to hold everything I need for most riding that I do.
The only downside is that they aren't waterproof.
