How safe is a Quest going down hill

How safe is a Quest going down hill  around 20-25 mph if you have to make a quick  turns to avoid a object or pot hole?

It's more like can you pedal faster than 32 going down hill. It's a safe as any bike at that speed; you don't make quick turn at those speeds you lean; swerve and hope the shock soaks up most of the impact.

Q559 or Q451?

In addition, the Quest 559 with its 26 inch wheels may "bridge" potholes better than the Quest 451 with its smaller-sized wheels.
