Curious about Sofrider front shock set screws

I don't have it taken apart right now, but did a week ago. The shock was not moving. Inside there were 4 set screws. Two flush-mounted ones about halfway along the steerer and then two more right above the flush mounted ones. These second ones has slightly raised head, but not high enough to bind in the steering tube of the frame.

The top of this old fork has some surface rust, so I cannot totally tell if it can come apart or not. On this model, there is the glued/welded(?) in extension bolt for the top cap.

The shock moved fine with the screws out, but they do hold it together after all. Are the top two meant to be a shock lock-out option?
